After studying at Lanchester Polytechnic (now Coventry University) and the London School of Economics, Felicity joined the Department of Employment Group in London in 1976. Her early career included a range of policy work and spells in Private Offices of Ministers. Felicity then worked extensively on employment and training matters both in Regional and Head Offices creating and "managing" Training and Enterprise Councils. In December 1995, following the merger of the Department for Education and the Employment Department, she became responsible for policy on lifelong learning for individuals linking both the work of the two Departments on adult and community learning and skills. This included taking forward work on the Government's Green (Consultation) Paper 'The Learning Age'.
She became Regional Director of Government Office for Yorkshire & The Humber in June 1999.
